The Dawn of Wisdom in Uva
Introduction
The Ministry of Education, Uva Province, Sri Lanka, is implementing a new project to upgrade the quality of education in the Uva Province in collaboration with global leaders in education. The project has been named “ඌව ප්රඥා උදානය / ஊவாவில் ஞானத்தின் விடியல் / The Dawn of Wisdom in Uva.”
The “Dawn of Wisdom in Uva” is an international collaborative initiative designed to transform the quality and relevance of education in the Uva Province of Sri Lanka.
Spanning from 2026 to 2028, the project aims to modernize the provincial education system through the integration of STREAM Education, Artificial Intelligence (AI), Modern Teaching Methodologies, and Educational Quality Management Systems, fully aligned with the Sri Lanka Education Reforms 2026.
Implemented under the leadership of the Ministry of Education – Uva Province, in partnership with the International Association for Quality Education (IAQE) and its affiliated global universities and education experts, the project seeks to create a sustainable, inclusive, and innovation-driven learning ecosystem.
The initiative focuses on strengthening the Early Childhood, General, and Vocational Education sectors, emphasizing teacher empowerment, curriculum modernization, and digital transformation.
It introduces globally recognized pedagogical approaches such as Project-Based Learning, Inquiry-Based Learning, Design Thinking, Flipped Classrooms, and AI-Enhanced Learning, fostering critical thinking, creativity, collaboration, communication, and character — the five core competencies essential for 21st-century learners.
The project also promotes Employability and Entrepreneurship Skills Development, Mindfulness and Well-being, and Greening Education, aligning education with global sustainability and human capital development goals. By nurturing innovation, digital literacy, and environmental responsibility, the initiative aims to produce future-ready, compassionate, and globally competitive citizens.
Key Interventions Include:

Training over 10,000 teachers in STREAM-based, technology-integrated teaching methodologies.

Establishing STREAM Innovation Labs and promoting AI-driven adaptive learning environments across schools.

Introducing research and continuous professional development programs in collaboration with international universities.

Enhancing educational quality assurance, monitoring, and evaluation systems at the provincial level.

Strengthening partnerships between schools, universities, and the private sector to promote lifelong learning and employability.
The International Association for Quality Education (IAQE) will provide technical expertise, international linkages, and professional capacity-building support free of charge.
By integrating global best practices with national reform priorities, this project directly contributes to achieving Sri Lanka’s National Education Policy (2023) and Sustainable Development Goal 4 – Quality Education.
This initiative positions Uva Province as a national model for educational innovation, demonstrating how a rural region can leverage global collaboration, technology, and modern pedagogy to achieve equitable, high-quality, and future-oriented education for all learners.

“Capacity Development, Conferences, Research Publication, Networking, Expos, School Visits, Sightseeing, Sustainable Development Goals (SDGs), and Awards for Quality Education”

01. Introduction
The International Conference on Quality Education 2026 will take place from January 1st till 6th, 2026 in Colombo, Badulla, Kandy in Sri Lanka. The event will bring together global leaders in education, school owners, principals, educators, teachers, and distinguished VIPs from various countries.
The primary objective of this conference is to “enhance the quality of early childhood, primary, and secondary education by empowering STREAM education, employability skills, entrepreneurship skills, green education, and mindfulness to build multi-talented global citizens with 21st-century skills and spiritual well-being.”
Key themes of the conference will include: Curriculum development, Teaching-learning methodologies (pedagogical approaches), Technological Transformation in Education, Assessment and evaluation systems, Capacity building for educators, Leadership and school management, Special education, green education, Quality standards in education, Research and innovation in education, Corporate social responsibility (CSR) in education. These topics are pivotal for the rapid development of skills necessary for the 21st century, as well as for nurturing the spiritual well-being of children.
In today’s volatile, uncertain, complex, and ambiguous (VUCA) global environment, individuals must equip themselves with the skills needed to navigate these challenges. The conference will highlight strategies for fostering essential 21st-century skills and supporting the spiritual well-being of children, helping them thrive in a competitive global society.
The conference is not merely a one-time event; it represents an ongoing commitment to improving the quality of education.
A series of pre-conference activities—including live interviews, discussions, presentations, and an online lecture series—will be conducted by delegates and selected experts in the lead-up to the event. These activities will cover key themes of the conference, as well as areas such as STREAM education, employability, entrepreneurship, green education, and mindfulness.
Educators are encouraged to actively participate in these pre-conference sessions.
Participants in the pre-conference activities will be honored with special awards.
The physical conference will be held from January 1st till 6th, 2026 in Colombo, Badulla, Kandy in Sri Lanka.
The conference is organized by the International Association for Quality Education (IAFQE) With the Ministry of Education, Uva Province, Sri Lanka with collocative partnership of Dayananda Sagar University, Bengaluru, India.
At the physical conference, participants will have the opportunity to receive awards recognizing their excellence in performance during both the pre-conference and physical conference activities.
Based on their performance in the pre-conference activities and the final conference, delegates will be honored with the title of “Excellence in International Contribution to Quality Education.”
Keynote speakers and paper presenters will be honored with the “Excellence in Performance in Quality Education” award, based on their performance and professional contributions to the field of education. Educators will receive awards under Category I.
The “Excellence in Education Awards – 2026” will be presented under the category II to educators who have made significant lifetime contributions to the field of education.
Schools will be recognized with the “Excellence in Performance” award for their exemplary best practices.
Awards, medals, and mementos will be presented by the Dayananda Sagar University, Benguluru, India, along with Hon. Governor and other distinguished VIPs from Sri Lanka.
In addition to the formal sessions, the conference will feature school visits, model classroom demonstrations, interactive workshops, and cultural programs, enhancing the overall experience.
The conference provides a prestigious international platform for global leaders in education to present their expertise, share best practices, and contribute to the advancement of education standards. It offers a unique opportunity for all participants to forge international connections and collaborate in empowering their schools and institutions to achieve excellence in education.
The conference is limited to 100 educators, with selection based on early registration, qualifications, and professional experience.
02. Problem Statement

The global knowledge landscape is evolving rapidly, driven by significant scientific and technological advancements. In response, children must develop multidisciplinary skills to navigate the challenges of an increasingly complex global society. However, the current education system faces significant challenges in effectively addressing the needs of this dynamic environment.

To bridge the gap between the current state of learning outcomes and the demands of the future, substantial reforms are required to ensure the highest standards of quality, equity, and integrity within the educational system—from early childhood care and education to higher education. The lack of collaboration and international forums among countries significantly hinders the implementation of these necessary reforms.

The STREAM education approach, designed to equip children with 21st-century skills and prepare them for a rapidly changing world, has not been effectively implemented in many classrooms. Curricula, teaching methodologies, and assessment and evaluation systems in schools have not been upgraded at the pace required to align with STEAM principles and evolving global demands.

Moreover, there is an urgent need to enhance teacher empowerment and capacity-building mechanisms for educators and educational leaders to better meet the needs of a rapidly evolving society. The lack of motivation among educators for research and innovation limits the development of new strategies and solutions to address existing challenges and improve the quality of education.

Additionally, there is a dearth of international platforms where educators can share best practices, research findings, and innovative ideas aimed at improving the quality of education. The valuable contributions of educators and the excellence demonstrated by schools are not adequately recognized or evaluated on global platforms.


03. Vision:
Empower stakeholders in education to equip children with the skills necessary to thrive in a rapidly evolving world fostering their 21st-century competencies and spiritual well-being, while ensuring the sustainability of individuals, nations, and the global society.
04. Mission:
To establish international platforms and networks for educational stakeholders, aimed at enhancing the quality of education by promoting STREAM education, employability, entrepreneurship, green education, and mindfulness.
05. Objectives:

To create international platforms and networks for exchanging best practices, research findings, and innovative ideas to promote STREAM education within the school system.
- To create international platforms and networks for the capacity development of teachers and educators in the following areas: early childhood and school curriculum development, teaching-learning methodologies (pedagogical approaches), assessment and evaluation systems, capacity building for educators, leadership and school management, special education, green education, quality standards in education, research and innovation in education, and corporate social responsibility (CSR) in education.

09. Capacity Development – Pre-Conference Activities:
The conference is not merely a five-days event; it is an international initiative dedicated to enhancing the quality of education.
A comprehensive series of pre-conference activities has been scheduled, running from now until the conference’s conclusion. An international-level capacity development project is being implemented, allowing delegates to share best practices with thousands of educators across Sri Lanka and all over the world.
Delegates can participate in these activities at their convenience, sharing innovative practices, research findings, and subject-matter expertise with education stakeholders worldwide. Pre-conference activities will include panel discussions, interactive sessions, workshops, live interviews, and presentations covering key areas such as curriculum development, pedagogical approaches, assessment and evaluation systems, teacher capacity building, educational leadership and management, quality standards, research, innovation, and corporate social responsibility (CSR). These sessions will be broadcast live on social media platforms, with recordings subsequently uploaded to YouTube and other educational websites for broader access.
These initiatives provide a platform for experts to contribute meaningfully to global education reform while earning international recognition and expanding their professional networks.
A special project has been implemented for the capacity development of educators in South Asian countries. https://www.iafqe.org/ipfcd/ If you are eligible to give presentations as a resource person, your registration fee will be refundable, and you will be invited as a special guest. Special awards will also be granted based on your performance as a resource person.
In response to requests from educators, provisions have been made for online participation. Eligibility for virtual attendance will be granted based on performance and academic contributions during the pre-conference activities, with distinguished contributors receiving international recognition for their efforts.

Applications can be submitted in three categories.
Category 01
Educators, school principals, in-service advisors, teachers, staff officers, pre-primary principals, and pre-primary teachers are eligible to participate in the conference in person. Demonstrating outstanding performance may qualify them for awards, medals, and certificates.
Additionally, based on their contributions to pre-conference activities and capacity development projects, selected participants may also join the conference online and receive recognition for their academic contributions.

- Paper presenters and keynote speakers are required to participate in three live interviews related to their respective topics.
- Applicants for the “International Contribution to Quality Education” award must deliver 10 virtual lectures (each lasting 30 minutes) focused on quality education to be eligible for the award.
- All applicants must actively engage in at least three panel discussions during the pre-conference activities.

Performance Evaluation for the “Excellence in Education” Awards:
- A performance evaluation form will be provided to applicants who self-nominate for the “Excellence in Education” awards.
- The panel will assess applicants based on academic and professional qualifications, educational leadership, contributions to the field, and national and international achievements.
- Self-nominated applicants must conduct three live online presentations to qualify for consideration.
- If necessary, applicants may be invited to participate in a live interview with the selection panel to provide additional information or clarify performance details.

Category 03: Recognition for Schools and Educational Leaders
School owners and principals are invited to apply under Category 03.

Selection Criteria for Awards – Category 03
Applications for conference participation and awards under Category 03 will undergo a comprehensive evaluation. As part of this process, the school’s official Facebook page and website will be reviewed to assess its public presence, achievements, and contributions to the education sector.
Schools that meet the established eligibility criteria will be notified via email with instructions to proceed with conference registration.
To confirm participation, an initial payment or registration fee is required. Upon successful registration, one designated educator from the school will be granted complimentary access to the conference as the institution’s official representative.
Following registration, a performance evaluation form will be provided to gather detailed information on the school’s achievements, best practices, and performance metrics.
Award Evaluation Process:
- Performance Evaluation Form (60% of total score): The data submitted through the performance evaluation form will contribute 60% of the overall assessment.
- Presentation of Performance and Best Practices (40% of total score): To be considered for an award, each school must present its performance and innovative practices in one of the following formats:
- Live presentation via Zoom
- Pre-recorded video submission
- Written documentation
Recognition and Awards:
Based on the evaluation results, schools will be recognized at the conference with awards, mementoes, medals, and certificates in honor of their contributions to educational excellence.

Dinner Arrangements:
Dinner is not covered by the registration fee. However, a variety of reasonably priced dining options are available both at the hotel and in nearby restaurants. -
Meals During the Event:
Breakfast, lunch, and refreshments will be provided only on Conference days (December 15, – 18). Participants are responsible for all meal expenses on other days or outside the scheduled sessions. - Entrance Tickets for Sightseeing
If you go sightseeing, only a few historical places charge an entrance fee. This is not included in the registration fee.

15. Registration process
Eligibility and Application Process
Applications for participation in the conference are open to the following groups:
- Principals, teachers, pre-primary educators, in-service advisors, curriculum developers, academic leaders, educational administrators, and policymakers, who may apply under Certificates 01 or 02.
- School owners and principals, who are eligible to apply under Category 3.
Application Procedure:
- Complete and submit the online application form.
- The Academic Committee will assess all applications and determine the suitability of applicants for conference participation.
- IAFQE will notify applicants via email regarding their eligibility to participate in the conference.
Payment Process:
- To finalize the application process, applicants must pay the total conference registration fee or, at a minimum, make an initial payment of 100 USD.
- Applicants are required to submit payment details to proceed with registration.
Once payment details are submitted, applicants will receive a payment acknowledgment receipt along with a registration number via email.
Registration Completion:
- To fully complete the registration process, applicants must submit the registration form at the following link: IAFQE Registration Form.
- Upon successful registration, applicants will be added to the “International Conference 2025 Delegates Community” WhatsApp group, where all important guidance and conference-related information will be shared.
Post-Registration Access:
- Registered delegates will be granted access to the IAFQE delegate portal at IAFQE Portal, where they will receive updates and further instructions.

Reason to Charge Conference Registration Fee
The International Association is a non-profit, internationally oriented educational organization. As a non-income-generating entity, it does not receive government funding or financial support from external sources to cover the costs associated with organizing this conference.
To ensure a high-quality experience for all attendees, several essential arrangements have been made. These include four days of transport in luxury air-conditioned buses to allow participants to enjoy the scenic beauty of Sri Lanka, as well as accommodations for three nights during the conference period.
Additionally, participants will receive commemorative mementos and awards in recognition of their contributions and achievements. These items, along with individual logistical arrangements, contribute to the overall cost incurred per participant.
As the organization is not in a financial position to subsidize participant costs, all attendees are required to pay the registration fee. Unfortunately, we are unable to offer discounts or waive the fee for any participant.
The registration fee is collected to cover these individual expenses. Organizational costs such as venue rental, staff salaries, administrative support, and other operational expenses are not included in this registration fee and are borne separately by the association.

International Conference on Quality Education 2025
October 27th – 31st, 20225 | Sri Lanka
The International Conference on Quality Education 2025 (4th Edition) was successfully held from October 27th till 31st in Sri Lanka.
The International Awarding Ceremony 2025 was held at the Main Auditorium of the Provincial Council Complex on October 27th, 2025. Mr. Sandeep Chaudhary, First Secretary (Education) at the High Commission of India, attended as the Chief Guest, while the Secretary to the Governor of the Western Province served as the Guest of Honour.
Teachers who completed the International Diploma in STEAM Education, as well as those who demonstrated outstanding performance in STEAM Education in 2025, received their certificates from the Vice-Chancellor of Vijaybhoomi University.
On October 28th, 2025, school visits were arranged to Thanamalvila National School and Bright Kids Early Childhood Development Center. In the evening, delegates joined sightseeing activities.
On October 29th and 30th, 2025, the International Conference was held at the Uva Management Development Center with the participation of principals, directors, and teachers from the Uva Province. All foreign delegates received awards for their outstanding performance.
Ms. Anusha Gokula Fernando, Chief Secretary of Uva Province; Mr. Nihal Gunarathne, Secretary to the Ministry of Education, Uva Province; the Provincial Director of Education, Uva Province; and many distinguished guests participated in the conference held on October 29th and 30th, 2025. At the conclusion of the conference, on October 30th, 2025, a farewell dinner was hosted by the Chief Secretary of Uva Province for all foreign delegates. Mr. J. M. Senadeera, Additional Director of Education, Uva Province, provided leadership in organizing the conference together with Mr. Pupudu Jayasingha, Deputy Director of Education under the guidance of Mr. Nihal Gunarathne, Secretary to the Ministry of Education, Uva Province.
On October 31st, 2025, all foreign delegates joined sightseeing tours around the Uva Province.
The primary objective of this conference is to “enhance the quality of early childhood, primary, and secondary education by empowering STREAM education, employability skills, entrepreneurship skills, green education, and mindfulness to build multi-talented global citizens with 21st-century skills and spiritual well-being.”
Key themes of the conference will include: Early childhood and school curriculum development, Teaching-learning methodologies (pedagogical approaches), Assessment and evaluation systems, Capacity building for educators, Leadership and school management, Special education and greening education, Quality standards in education, Research and innovation in education, Corporate social responsibility (CSR) in education. These topics are pivotal for the rapid development of skills necessary for the 21st century, as well as for nurturing the spiritual well-being of children.
The Vice-Chancellor of Vijaybhoomi University, Mumbai, Dr. Rashmi Tyagi, the Indo–Sri Lanka Education Ambassador, together with educators, principals, and head teachers, participated in the international conference.
The International Association for Quality Education successfully concluded the 4th Edition of the International Conference on Quality Education as a collaborative project with all stakeholders.
